The indent at the I of IN looks like wire cutters (or the cutting part of vise grips) cut into it. So I'm guessing the same was used across the to cut it off.
But PSD for sure.

Thanks Pete. Closer examination with the loupe shows the notch is V shaped. I'll just throw it on the wheat pile.
