The picture I'm seeing appears to have a clear residue on it that previously had another coin stuck to it.

I agree with enamel7, glue or something of the sort. A clear picture of the entire reverse would be better.

Definitely the result of one penny glued on another.

A few hours in acetone, and it should peel right off.

Time for more coffee.

Yep, glue, easier to see on the new pictures.
