Called NCLT (Non-Circulating Legal Tender), these are money-making products of the Mint. You can't spend them at the convenience store, but you can get the bullion value (or at least most of it, since the dealers take a cut) out at a coin store or other places that deal in bullion. Technically, they are legal tender in the USA, but only as face value.

Beware of that $40.00 Price though.

Proof is different then 99% of what's out there.

Proof would be Mirror Like in Apperance.

Most are only worth as idahotokens says above.

With the price of silver what it is, it makes much more sense to buy the uncirculated ones rather than the proof ones. You'll always be able to get at least your 17 bucks back. 8)
