According to this you don't need a permit to run a highbanker. Can't let it run in the river of course.

I just filled out a NOI for our club claims, Groveland district requires one from every one in the club. Our still states highbanking and dredging on it. I guess that is on the long shot, that the moratorium is shot down in court

hi, i have the ca sluice stream high banker. i think it works awesome. very light to carry. i built a recirc system with some tubs, submersible electric pump and a cheap 1000 watt generator. it worked awesome i thought. and i could carry the whole setup in the big tubs to wherever you wanted to go.

but like some have already said, the best setup is a trommel feeding a highbanker/sluice.
