Obviously there is a reason to stay away from the fence... these are not times to goof around near military instalations that worry about terrorism issues... like weirds dudes on the fenceline. Scary! Anyway - there are no alarms on that fenceline... there might be on the facilities inside the fence or in the ground outside the fence (which I doupt).
Either way its smart to play nice with the national guard... right?
If they paint the fence black on the inside, they can see right through it at night without any adverse visual effects... like it's not even there. It's kinda cool really.
Heh - when I was still in Defence we operated out of a building at the Canberra Airport leased by Defence so taking photos of the building was a no-no. Sitting in my office one day I saw this lady taking photos of the building so I let the security guard know. I asked him later how he went with apprehending the photographer. He just said it was Mrs Snow! (Mr Snow owned the building and the entire Airport along with it). Glad it was the security guard who made a fool of himself and not me
