August is almost over and I haven't seen any of these in circulation. Have you? They began in January.

Or are they not circulated coins?

I got a Guam quarter in change last week. First of the Territory quarters I've seen.

I actually found D.C. and Puerto Rico while hunting. But the local banks tell me they are not getting them.
