I'd assume the Bidder is willing to Pay.
I just personally Don't see Why someone would pay that,
When a Dealer would sell them one in alot better condition for that price. I'm sure there are a few out there for sale.

Seems really steep, compared to auction prices I've seen. Nevertheless, a recent (June 5) issue of Coin World's Coin Values lists the following Chain cent prices:

1793 AMERICA — AG, $4,000; G, $9,000

1793 AMERICA, Periods — AG, $5,000; G, $10,000

1793 AMERICA — AG, $7,500; G, $12,000
