The Groundhog Theory

I don't get the groundhog theory! If he sees his shadow, the sun is out. If he doesn't see his shadow, it is cloudy but they give a reversed reaction to these events. Opinions? Frank

yea pretty much it's the opposit of what happens today.

IF there is a Deathly Dangerious Winter storm
that even Prevents the TV Crews from setting up,
& Preventing them from Opening the door
to get him out,
Spring is just around the corner
