Start here, work your way to the 2nd afterwards. Gonna have to do away with that pesky 1st though, maybe the 4th. Maybe a little more deliberation would be nice first?. Sure would be nice to have this guy Jose Serrano, D NY make this a national announcement, Huh?

There has been same bill issued almost ever year to repeal. It will never fly, 2/3 of both houses of Congress has to propose it to send it to the states to vote and 37 states have to pass it.

When is last time 2/3 of both houses agreed on anything much less 37 states passing it....... I have a better chance of winning $300 million lottery.
