When I was younger I was fascinated by such stories.
If I recall right, it is near impossible to teach such children to adapt to conventional society. This also includes children who were essentially raised in cages like animals with no normal interaction.

I Remember in Grade School (early 60's), My Best Friend told me he had a brother they Kept Locked
in their Attic. He never went into Great Detail, But I was able to
Picture that if True, He most have been either Badly Deformed or
Unable to be Controlled or Both.

They Eventually Moved when their Neighborhood was Condemed
and Torn Down.

they moved to an Area where a Creek Ran behind their House,
And a few Years Later Their New Hose Location Was Also Condemned
And shortly After I Heard where This "Brother" Drowned in the Creek behind the House.

Rumor Was Because Both the Parents had died by Then,
And the 2 Brothers were the only ones Left,
That he Drowned him before Moving on :dontknow:

I Pretended I didn't hear it at the Time (mid 70's)
and Till Now never mentioned it.
as it sounded like sarcastic speculation.

You never know. Back then it was very easy, and probably, excused by those who knew, to treat such children that way as far as hiding them away. Deficiencies of any kind were a reflection on the family.
But even now many cases slip through the cracks. It would be very easy still to gst away with such behavior.
I remember a girl of about seven who would periodically show up at our home in Colorado. She was unable to speak except to make sounds. She would cling to our mom. Eventually someone would retrieve her and I cannot remember who. But I still can see her in her dirty purple t shirt, jeans and shaggy brown hair. We kids did not know what to make of her but we felt bad and bewildered. At least she seemed to be fed enough although she was always barefoot.
Why she always came to our home I do not know.
