Help Identifying Metal Detecting find from Delaware

Anyone know anything about an Old Home Celebration held in Wilmington, DE? Found this pin or plate in Cecil County, MD. Think it's brass or copper plated by the greenish hues. I've managed to make out, reading from top to bottom-
