Kevin, These look just like RR spikes. I have seen spikes come out of the ground that look just like these. The longer ones are crossing spikes maybe because crossing spikes are a lot longer then other ones. There are some crossing spikes that have a head the shape of a sand dollar with the spike being twisted. These are screw in instead of using a sledge hammer. This is my guess and hope it helps.
