Got my first thrift store sterling today

I was taking my Ebay packages to the post office to get them mailed before closing. I stopped by a thrift store close to the P.O. that I like because they seem to get a lot of donations from older people. I went in and started looking. Looked at the jewelry, but nothing good. I turned around and there on the shelf was this tarnished bowl. I picked it up to check it for marks, thinking that it probably was plated. Turned it over and saw the word sterling. I was Thinking no way it could be sterling. I also saw revere reproduction and thought maybe it wasn't real. I almost didn't get it but I remembered everything I have read on here and checked it over good. So glad I learned a lot from everyone here.
It weighs in at 276 grams.

It is engraved on one side : C. B. STECKER FOR U. S. CIVIL WAR REVENUES STAMPS

Engraving on the other side: A.R.A AWARD S.P.A. EXHIBIT. TOPEKA KANSAS. 8,31,1961

Don't know what it is for though. I will have to research that further. If anyone here has any ideas I would appreciate the help
