Look to be made maybe around the time of WWII or just after. I have sold vintage binoculars on ebay from time to time. I find results searching under "ATCO Binoculars"...Atco looks like the brand name and some are French made and other are made in Japan.

Parent company is American Thermoware. They had 4 styles of ATCO binoculars in 1910, stereo wasn't one of them- Optical Age. ... - Google Books
I agree with the WW2 "era" of these, though I believe they are pre war versus post war. No real proof, just a guess because they were "made in France" as I believe that most post war ones were being made in Japan and I found an ad for a pair made in Japan from 1950 (can't for the life of me find it now though). They are definitely pre 1959 as that is when the ATCO logo was trademarked inside a diamond as shown- ATCO - Reviews & Brand Information - AMERICAN THERMO-WARE COMPANY NEW YORK , - Serial Number: 72075964
