It looks like a plant stand to me. I doubt the ball originally went with it.

How about a close up of the top without the ball in it? The ball could be an old croquet ball since you say the size is about the same as one. Is that old paint on it, looks like red with a white stripe? Actual dimensions of the stand (and ball) may help too. I also don't think the ball and stand started out together.

In my opinion, the base doesn't go with the ball. There are also carpet balls (I'll get another pic of those), but here's a pic of an antique duck pin ball and pins.

Check closely on the cast iron piece - any patent numbers?

Here is a pic of an antique wooden carpet ball, not all were this ornate.
