Vintage silver? Jewish related? Any thoughts?

I met a gentleman who had these 32 of these bracelets. He said they are WW2 era and thought they may have something to do with the Jewish people. I don't think thats correct because of the dates. On the inside of the larger bracelet it has the name Herbert Bartick 1948 and has a small stamp of sterling. The name/date look to be scratched in. On the smaller band it has a name on the outside, Ruth Fischel 1951, inside said metasco sterling mexico. Every single bracelet has a different name and date. Also some of the smaller ones were connected.

He's looking for alot for these. I paid him $25 just because I was curious. Said he'd sell all of them for $320(only about 9 onces). So I now come to you, in hopes of solving the mystery of the silver bracelets!

Being from that era... They could be a leftover stash of collected goods from a concentration camp... Having different names on each and every one makes sense to that possibility... Just conjecture, nothing in stone...

Israel was established late 1940s-early 50s and puts out a lot of Sterling, so maybe something to do with that?

Just WAG'ing here, but could they be like our Viet Nam POW/MIA bracelets? I remember people wearing these in the 70's. I believe you paid for those, which funded the project to find our missing Vets, and you pledged to wear them until they or their remains were located. That is how I remember it, I may be off a bit, but could they be similar? Unfortunately, many many Jews, Gypsys, homosexuals, and Russians are unaccounted for from Hitler's concentration and extermination camps. That would explain his claiming they are related to WW2.

Ruth Fischel is Jewish alright,and it looks like the name was engraved without any special goldsmith tools...and yet, 1948 and 1951 is a post WWII era.
What geographical area is this from?

Israel became a state in '48.
The 5th bangle looks like it says MEXICO on the far right after STERLING. I can't figure out what the first word is.
Ruth Fishel has a web site. Maybe write to her? She is Jewish; she could be the right age. She looks about my mom's age, which is right around that time.
