I know gold pretty well and I THINK ITS GOLD. The guy wants $100 for it... Should I buy??

Handsome watch, but it looks like you're in a setting where the seller knows what he's dealing with (antique mall?). Even an unsophisticated seller would test something like that, I would think. Also, gold content would be limited to what's in the case, which can be quite thin with relatively little scrap value.

It's actually not in an antique shop. I looked for test marks. I know the guy, he runs a "pawn" shop locally. He keeps most of the gold he gets, but something tells me he didn't test this piece. I think even as a gold filled watch I could flip for 250 profit if it worked. (Which it needs a mainspring)

I researched the arm and hammer hallmark, it appears to be gold plated.. It's still a nice piece. I messaged the seller with an offer of 70, due to it not running, needing a mainspring.

Do you know the diameter of the movement? I'm thinking with a busted main spring, you may what to pass on that deal. I really can't see that watch ever selling in the 250 range, but that's just my opinion. Does it say Rockford on the dial and movement?

It does say Rockford both places. I think the size of the watch was 16 or 18.

As mentioned the case in not solid gold. The mark on the case is that of the Philadelphia Watch Case Company. The case itself is referred to as a Philadelphia Perfection case and it is 14k plated. Philadelphia Watch Case Co.

If it worked and you were buying it to keep for yourself then $100 would be a good price. As is I wouldn't give $50 for it, unless I had a friend that was a watchmaker/repairer.
