I could be wrong, but I believe that could be an indicator of the percentage of tin in pewter?

I thought it was pewter when I picked it up then some lady say "oh that is silver" so then I started wondering.

I looked up toasting glasses in silver dove and it seems to be a modern contemporary piece and sold as pewter. If it were sterling (+ or - purity) it would have more markings. I believe the 95% mark to be the tin content of the pewter. I think the link I provided shows your piece.

I'm guessing this pic is similar to what your set looks like.
I'll also guess your set is made of pewter.
If it were silver, the % of silver would be expressed NOT with a percentage sign but in decimal form.
