I think that is a Victorian brass paper clip, with an enameled owl... I’d not hesitate to throw $10 into that to do the proper research to verify that.

a quick google search shows thats its a large vintage paper clip thats selling between 10$ to 25$ range looks to date to the 1960s but some of the sites hate it more current (1970-1980) regardless nice find.
