It just don't look right to me. He has the "look" but it was a common look at the time. I hope that I am wrong.
29 Rue de Surene in Paris was the address for the photographer Vaillant Tozy in the late 1800s to early 1900s. A number of his photographs are lodged in photo libraries specialising in period costumes and such. They all seem to be society wedding pictures, mostly as pairs on glass plates intended for viewing through a stereoscope.

I don’t think there is any connection to Roosevelt. These all seem to be just wedding pictures of swanky folk.
