The notice makes reference to ā€˜Eisenbahn-Bau-u. Betriebsordnungā€™ (Ordinance on the Construction and Operation of Railways), also known in Germany as ā€˜EBOā€™. These orders are enacted into German law by the Federal Ministry of Transport based on an enabling act through the ā€˜Allgemeinen Eisenbahngesetzā€™ (General Railway Act) first issued on 29th March 1951.

So, it will be from sometime between 1951 and the replacement of the Deutsche Mark by the Euro in 1999.
