I would go above the Parks Director, have some one show you something in writing about detecting being illegal. I'm always amazed how people can get so upset about a little digging, they act like it's so destructive. The funny thing is sometimes it's the same people that bring their dogs to the parks and school grounds and let their dogs poop every where and don't pick it up! Yuk!!
