"ANCRE" means the watch has a lever style escapement; it describes the type of mechanism. What is the word below 'ancre'? Does it say: "ANCRE DE PRECISION"? If so, the text means it's a "precision" lever escapement and has 17 jewels. That means it's probably 100 years old, at most.
Wikipedia says that "a remontoire, (from the French remonter, meaning 'to wind') is a small secondary source of power, a weight or spring, which runs the timekeeping mechanism and is itself periodically rewound by the timepiece's main power source, such as a mainspring."
