From a legal source close to the Vice-Prime Minister, who sees him regularly on a social basis, regarding this article and the statements of Mr. Tinker: "Tinker is just appeasing his political bosses. What he says is mindless dribble and devoid of all the facts relating to the reality of the December 2011 amendments to the Antiquities Acts with its new provisions and sureties which it in fact provide remedies and procedures to address the prior past abuses of twenty years ago which Mr. Tinker now holds up as a justification for what he now incorrectly terms " a continuing moratorium from years past." However, in the course of dribbling on and on while being intellectually dishonest in the process, he fails to mention that The Government of the Bahamas actually amended it own laws in December 2011 and subsequently in early 2012 publically solicited applicants to apply under their new law, new application and under new guidelines of process and review. Subsequent to all that six applicants actually received calls from the AMMC informing them that their apps had been among "the first tranche selected" and had been sent to the PM s office for signatures. The Bahamian Government further collected thousands of dollars in application fees from applicants who responded in good faith while, in so doing, also causing said private individuals, both in The Bahamas and all over the world, to waste months of time and even more hundreds of thousands of dollars getting ready for what they had been promised would be happening in ninety days and all because they believed what had been represented to them! The sorry, simple and unpleasant truth however, if it be known, is that it is very low priority for the PM and exclusively for the simple unspoken reason is that he really doesn’t want any more foreigners here, especially if they are white, period, and so anyone looking for a more complex explanation is merely taxing their imagination."

The link you give doesn't seem to be working any longer. But by doing some key word searches on this "Tinker" fellow, I come up with sites like this:

Ok, so let me guess: This has something to do with cultural heritage protections (like ARPA, or don't-raid-the-pyramaids of egypt, etc....) in this particular country. And now .... it's somehow been deemed to also be applicable to fumble fingers beach-goer losses, casual coin-shooting, etc.., as well ?
