Looks like a base metal old silver plated setting that it is in. Old piece of costume jewelry most likely... Pretty though :)

Have to agree with MJ, costume jewelry and usually the bigger and gaudier it is the older it is. If it has some weight to it and the metal isn't thin you can date them to the 1920's or earlier.
