If it were 38 here in Pa, I'd be out detecting. That's warm to me. It's 8 above now and the ground is frozen.
Right now it's 2°F in Vestal NY. Last night was -1°F with a 30 mph wind at sunset. That takes your breath away - something like -30°F with the wind chill (-49°F to -27°F depending who you believe). Lots of fun to get water out to the animals in that.
at the very least 38 would be T-shirt Weather today
