Because it's in the budget. We do have enough in circulation because pennies wind up in
your "penny place" and are never spent. I try my best to spend them but always wind
up with more.

It's in the budget because the politicians are in the pocket of mining companies who make a killing off of the minting of 7 billion cents a year. That's the main reason why we're still minting cents.
