So, what was in the chest? We're a tough crowd here and a solution requires the physical evidence. Otherwise it's just a theory or hypothesis.

So Fenn wanted to be buried in the Rochester cemetery next to his treasure chest?
It would make looking for and retrieving the chest a tad difficult.
Taking things from cemeteries can cause trouble. Even if someone set it up as a memorial treasure hunt
