I have this theory. When someone screws over someone and gets away with it they feel confident to keep up this behavior. until....
they try it on the wrong person.

I knew one guy who was selling bogus franchises for a hot dog restaurant. One day he came by his office next to my friends office and his arm was in a sling, face was all bruised up and one eye was closed and was on crutches.
I ask my friend if he was in a car wreck and he said no, he sold one too many bogus franchises to the wrong person. It ain't karma, just doing wrong to the wrong person.

Most that didnt have it were getting it installed. It depended on the city and when they got water mains and sewers installed.
