Yes pennies will read a different vdi number because of different metal over years

Iv dug Indian head cents from 15 to 26 with the nox, Iv noticed the thicker the oxidization the lower they read...

In 1943 pennies were made of zinc coated steel. Some of the pennies from the mid 1940's were made from "shell case copper" which was metal derived from recycled artillery shells.
