Very odd natural rock or tool?

I found this very odd rock when clearing an old garden area. The owners of the property in the 1950's were hardcore rockhounds and also constructed a wall make entirely of petrified wood, quartz, agate, and many other types of minerals and fossils. This could have been part of their collection. Just curious if perhaps it is some sort of native American tool or just a natural rock. Thank you for any thoughts on this.
