How does one aquire landsat data sets?

Hi, I would like to get full data sets from landsat 8 and landsat 7 for my area of interest. I have found the USGS page and located flight dates and location and all that. But that's as far as I can get.

What I want to do is get the full data sets from all sensors and then filter the sensors I don't want and enhance the ones I do want.
I have a guy onboard who is fully qualified to write the algorthyms for the rendering part.
However I cannot seam to find how to actually download the full data sets even after muddling around all three sites that according to the USGS provide that data in only a few simple steps. Earthview,GloVis etc.

I know I must be just missing somthing. Didn't find the right tutorial etc.
But if anyone on here can explain the "getting the data" part to me in simple terms with just enough specifics to get the job done that would be great.

I'll even parse some data for yah if yah want once we get it working
