Chestatee River Question

I friend of mine owns some land on the Chestatee River just north and east of Dahlonega, Ga.
Researching the old records it is in an area that looks to be promising. I want to know what the rules are for dredging in that area if there are any. His land deed calls to the center of the river and he is taxed on that acreage. Any info would be a help. I have not dredged in Ga. since the early 1980s so I am uninformed of the status of things today. Thanks!
