State and Local Environmental Organizations in California


State and local organizations often focus on a single locality or issue, such as a particular river, a county, or a a specific plant or animal. There are many such organizations active in California, and they are valuable sources of information on their area of interest. This page is a small sampling of the many organizations in the state. It is roughly broken down into statewide organizations, and those that focus on a region, either in Northern California or Southern California.

Statewide Organizations.

California Wilderness Coalition is a grassroots, non-profit organization that works to protect the "wildest and most pristine areas remaining in California"

California League of Conservation Voters is a political action organization that "mobilizes California voters to support environmentally responsible candidates and issues, and serves
as a watchdog to hold elected officials accountable for their environmental votes".

California Native Plant Society seeks to increase understanding of California's native flora and to preserve its diversity. The Society works through education, conservation, and scientific research.

Friends of the River is "California's Statewide River Conservation Organization", and is very active in working to protect and restore rivers. Their quarterly Headwaters is available online. Read their Top Ten Dam Removal List.

CalTrout: If you are not familiar with this organization, but have any interest in wild trout, fish or fishing in general, or in streams and their ecosystems, you should find out more about CalTrout. This group played a very important role in helping to protect and restore Mono Lake and the ecosystem of the Mono Lake watershed, and they continue to work to maintain and restore streams throughout California.

Organizations in Northern California:

Mono Lake Committee. Dedicated to protecting and restoring Mono Lake, in the Eastern Sierra.

Mount Diablo Interpretive Association is a volunteer organization focused on Mount Diablo State Park, with a very informative web site on the natural history of the area, including geology, plants and animals..

Sierra Nevada Forest Protection Campaign is a coalition of conservation groups and individuals that have the goal of protecting the forests and watersheds of the Sierra Nevada. They study and monitor the forests of the Sierra, and are involved in the planning process through education and legal and political activism. Here is their Blueprint for management of the Sierra Nevada.

The Mendocino Environmental Center promotes "the conservation, restoration and appropriate use of the Earth's natural resources". They have a list of environmental groups in Mendocino County, and many links to environmental resources.

South Yuba River Citizens League is dedicated to the protection and preservation of the Yuba River watershed. Here is their Fact Sheet.

Elkhorn Slough Foundation, Monterey County, works for the conservation of Elkhorn Slough, and has educational programs, as well as a website with a lot of natural history information.

The Big Sur Land Trust works to set aside land in the Big Sur coast and the Monterey Peninsula for open space and natural preserves. So far, they have arranged for the protection of 15,000 acres.

The Sierra Foothill Conservancy works to preserve open space in the Sierra foothils in Fresno and Madera Counties.

Restore Hetch Hetchy is an organization dedicated to planning for "the decommissioning of the dam, replacing water and power with downstream supplies, and restoring Hetch Hetchy Valley."

Heal the Bay, Los Angeles County, focuses on Santa Monica Bay, Los Angeles County.

Ballona Valley Preservation League is dedicated to preserving the remaining wetlands at the mouth of Ballona Creek, in Los Angeles.

San Dieguito River Park, San Diego County. If completed, the park will preserve habitats from the ocean to the mountains of the Peninsular Ranges.

San Diego Zoological Society. More than just a place to keep animals for display, modern zoos are very important in efforts to preserve endangered species, both local species and those from other parts of the world. The San Diego Zoo's Center for the Reproduction of Endangered Species is an example.

San Diego BayKeeper, San Diego County, is a non-profit environmental organization that is a coalition of local groups working to keep San Diego Bay and associated habitats clean and free of pollution, by monitoring compliance with water quality regulations and by supporting community conservation programs.

Surfrider Foundation, San Diego County, is a very active organization dedicated to protecting waves and beaches through conservation and political action. And their home page has a really beautiful photo of a wave.

San Diego Clean Water Alliance, San Diego County, is a coalition of environmental groups working to keep San Diego's beaches and bays clean.

Friends of Famosa Slough work to to protect and restore the Famosa Slough as a natural wetland preserve. The slough is located in an urbanized area near the mouth of the San Diego River. This site has photos, location and history of the wetlands, and some natural history information.

It occurs to me that without those "Evo-Wackos" most of Northern California would have huge piles of tailings from monitor mining over the past 100 years. Or is your reference to a specific group, not the many you printed?

100 years ago mercury was commonly used for amalgamation of gold and silver, which were then put inside a hollowed-out potato and baked in a fire. The mercury would boil off and evaporate instantly in the flames, becoming toxic to anyone who happened to breath the smoke nearby. Were they "Evo-Wackos" too? It is believed that Ed Scheiffelin died after using this practice near his cabin in Oregon. You remember Ed don't you: found the Tombstone Lode?

Lewis Carrol certainly knew of mercury poisoning. He included a reference to it in his book "Alice Through The Looking Glass", from which came the popular term "mad as a hatter", from people using mercury to work felt hats, which were popular at the time. Working the felt with raw mercury would allow people to absorb mercury through contact with the skin. And the poor people who bought the hats also became sick from mercury absorbed through the hats themselves. Many mercury compounds are equally toxic, and remain toxic for many many years in the future. Was Lewis Carrol an "Evo-Wackos" too?

Maybe you were talking about that great environmental upstart Rachel Carlson, who wrote "Silent Spring". Wrote about the loss of songbirds and other fowl through use of DDT, which have since been banned. One of those endangered birds was the American Bald eagle. Fortunately those "evo-wackos" you mentioned worked to have the eagle come back from the brink of extinction, and it remains the emblem of the United States yet today.

You ask where to start. You might start with trying to find out why environmental regulations were imposed in the first place, and by whom. You might be surprised. The Environmental Protection Agency (EPA) was started by Richard M. Nixon.

A lot of people are concerned about the Polar bears because the ice is melting, well I hate to burst the bubble but the ice has been melting ever since the ice age, it will continue to melt even after where all gone and dead.
As for Mercury I agree that it is bad if used incorrectly, for those that use poor judgment well so be it. If we where to ban and get rid of everything that is harmfull how can we expect to learn from our mistakes and improve our lives. That's the problem with our society now days, lets ban or outlaw everything that can harm the other guy. The way I look at is "I WILL DECIDE WHATS GOOD OR BAD FOR ME AND MY FAMILY" not some Wacko that thinks they know whats best for everyone else.

Sorry but I am one that does not intend to save this world for generations to come, mother nature will do that all on her own, in her own way.

Environmental lawsuits: Bill would limit payouts when government loses cases

.In the coming battle over the Equal Access to Justice Act, the one thing everybody agrees on is nobody knows what's going on.

"EAJA was something I was involved in as a young, newly crafted congressional aide back in the late '70s and early '80s," said Rep. Denny Rehberg, one of 38 co-sponsors of the Government Litigation Savings Act that's intended to reform the law. "I came into Congress in 2000, and had no idea the accounting had changed since I was involved in it. I had no idea why. It doesn't make sense."

The Equal Access to Justice Act says any government agency that loses a lawsuit to a private individual, group or business must pay the legal costs of the winner. The money comes out of each agency's budget, rather than a central fund. And in the past couple of years, it's become the target of agriculture, sporting, energy and recreation groups as the "gravy train" that fuels environmental lawsuits.

"When I was a congressional aide for Ron Marlenee, it was one of the single biggest issues brought by the National Federation of Independent Businesses," Rehberg said. "It was always intended to help small businesses having some kind of problem with federal government, so they had equal access to the court system without putting them out of business.

"It's morphed into something entirely different that wasn't intended. It's become a cottage industry for lawsuits, especially in the environmental arena."

The Equal Access Act was signed in 1980 by President Jimmy Carter and permanently funded in 1985 under President Ronald Reagan. In 1995, the requirement for annual accounting of EAJA awards lapsed and was never reinstated.

Since then, no one has been able to track who's got what in legal-fee reimbursements. Reform bill author Rep. Cynthia Lummis, R-Wyo., claimed in February "there are 14 environmental groups that have recovered $37 million by filing 1,200 lawsuits for which they've recovered judgments and even legal fees under settlements with the federal government, thereby fueling the fire of suing

But a 2010 Earthjustice review found just 1 percent of Equal Access cases made awards for environmental lawsuits, and those were split between conservation and industry groups. Earthjustice is a not-for-profit law firm representing conservation and environmental groups.

"I think there's a larger debate about public citizen involvement and the role of government," Earthjustice attorney Doug Honnold said. "What gets lost in the shuffle is a lot of the attacks mounted against EAJA are ignorant of the fact that environmental cases are a relatively small part of the pie."

Other applicants for Equal Access to Justice money include businesses challenging federal agencies such as the Occupational Safety and Health Administration and military veterans fighting the Veterans Administration or Department of Defense.

Because there's no central accounting of EAJA spending, there's no easy way to find out how much is spent. A spokesman at the U.S. Fish and Wildlife Service couldn't provide figures on how much it had paid in reimbursements, referring a reporter to the Department of Justice, which handles its legal affairs. A DOJ spokesman said he couldn't find Fish and Wildlife Service accounts either.

But a phone call to the U.S. Forest Service Northern Region office in Missoula produced a six-page spreadsheet of EAJA payments made between 2000 and 2010. It showed $1,984,981 in payments over the decade, almost all to environmental organizations. Payments ranged from $1,250 to settle a title dispute to $200,492 to Friends of the Bitterroot in 2002 over the Bitterroot Burned Area Recovery Project.

The Helena-based Alliance for the Wild Rockies filed six of those claims, receiving $130,000 over the decade. Director Michael Garrity said the money did not fund the group's operating expenses.

"We get paid only if we win," Garrity said. "The real question is why does the government keep losing? Instead of getting rid of (EAJA), Congressman Rehberg should provide oversight of federal agencies to find out why they have such a hard time following the law."

The proposed legislation would limit all groups filing EAJA claims to a $7 million total net worth. That would eliminate groups like Center for Biological Diversity and Earthjustice, two of the leading challengers to Endangered Species Act policies.

The Center for Biological Diversity reported $685,981 in legal returns in 2010 and net assets of $9.8 million. In 2009, the group's legal returns were $1.17 million and its net assets were $8.15 million.

Earthjustice, which represented the coalition of environmental groups challenging gray wolf delisting, reported $2.89 million in court awards in 2010 out of $14 million in litigation costs and $33.8 million in total revenue. In 2009, the figures were $2.3 million in court awards on $14.6 million in litigation expenses and $35.59 million total revenue.

But only a portion of the court awards came from EAJA reimbursements, according to Earthjustice attorney Honnold in Bozeman. Several other laws, including the Endangered Species Act, the Clean Water Act and the Clean Air Act, all have their own reimbursement provisions. And those laws allow market rates for attorney hourly rates, while EAJA limits its claims to $125 an hour.

The new legislation would also limit attorneys' fees to $175 an hour, with all extra charges prohibited. EAJA requests for a business case involving the Occupational Safety and Health Administration have run as high as $495 an hour, although the agency only allowed 36 percent of that total bill.

"Some of those bills turned over for payment to the courts have been in the range of $650 an hour for attorney fees," said Kerry White of Citizens for Balanced Use, one of the reform bill's supporters. "I don't mind paying attorneys what they're worth, but that's getting a little out of line."

White added his group would also like to receive reimbursement for the legal fees it incurs. It's currently fighting four court cases, involving Forest Service travel plans and wilderness study areas in the Gallatin National Forest, travel plans on the Badger-Two Medicine area and the forest management plan of the Beaverhead-Deerlodge National Forest.

"When we do file litigation, we'd want compensation," White said. "We've never won any, so I couldn't tell you we'd get paid on it."

The limits on legal fees might have blocked a $52,000 bill for paralegal services that a private security firm won from the Immigration and Naturalization Service as part of a $1.5 million settlement over a contract dispute. The security firm had to go to court to win those charges in addition to its lawyers' bills.

"I think it would be a good thing for the public to know that goes on both sides - industry side and environmental side," White said.

This is a long rambling pissed off post that probably doesn't contain much that you don't already know but here goes. What do we do here guys? It's going to get worse the next election cycle as they've gerrymandered the new districts in Ca. My district is going to be combined with Santa Rosa, our majority conservative- less regulation district being combined with one that's 2-1 liberal democrat will effectively wipe out our votes. Our new representative will be liberal. This isn't the only district that will be lost to a more liberal representative who supports left wing enviro-wackos.

I don't mean to be discouraging, but I don't see how we can fight this regulation frenzy aimed at taking all rights we as miners and citizens have left. It seems to be a direct assault to keep everybody out of public lands and there also seems to be a push to get people to stop living in rural areas. Brown signed a firefighting fee that will increase my tax bill by $250 a year. We have a fire department 2 miles away that my local community had voted to increase taxes to keep staffed full time. Not only that but doing business here is getting impossible. We went 2 weeks ago to the county to get a permit for a hotdog cart at a recreation lake my family leases here in norcal. The county wanted an enviromental impact report at the cost of about $5000 before they'd even consider giving us a license and the lady bluntly said good luck getting approved. We walked out as she basically told us not to bother. $5000 for a freaking hotdog cart pulled behind an electric mule in a paved campground! From what I understand the Feds are trying to push bills that would literally regulate any water on public and private land. We're talking tiny ponds, seasonal mudpuddles, rainwater runoff, everything! You will not have any rights on your own property let alone public mining claims by the time they're done. Then there's California where I can't hardly find a job without being bilingual, my rights to buy guns and ammunition are being taken away through new regs which make it impossible for gun and bullet manufacturers to comply, the taxes and fees from gasoline to the dmv to property taxes are financially draining me. Wtf is a man to do? The only middleclass people I know that make it either lie to get welfare and foodstamps and a fat IRS refund with the earned income credit or they're growing and selling pot. All of which I refuse to do! Everyone else seems to be slowly spiraling into financial insecurity. To me, California is a lost cause.

I've already been stocking up for the last several years on gold and silver and ammunition for when the $@%! hits the fan. Talking to people who lived through the Argentine collapse has got me buying small gold bracelets as those are easy to cut into small pieces. I know alot of wealthy people who are buying up commodities and gold because they're scared to death of what's coming too. The way our country is going isn't sustainable. We're already seeing the divide in the protests of tea parties, the new "wall street" protesters, rightwing militias gaining ground in rural states, left wing radicals under the auspices of green-enviro groups actively promoting oppressive laws and regs to silence the will of the people, the UN trying to promote a one world tyranny, the illegals trying to overrun and outvote real Americans with political pressure so that politicians will not enforce our laws, and then there's the dollar that's being printed into oblivion. Now I read that there's a secret kill list that the White House's National Security Council's government officials preside over that decides to capture or kill American "militants". They provide no public record of their decisions or subsequent actions, there was no law allowing it's existence nor providing operating protocol and rules. This my friends is tyranny!
