I believe that you can have an Ebay / Paypal account in Russia. Maybe you could buy the Keene pump, disassemble it and make your own parts. Very interesting hearing your story.

I doubt you would be able to make an impeller without the casting mold or an actual one to copy
I would suggest finding a pool/spa pump then cast them in aluminum.

I am pretty sure it is lawful to copy a patented item for personal use. The rights protect the inventor by it being unlawful to sell them.

Sadly this is incorrect. I wish.

Maybe find an old pump from a fire truck to copy or rebuild. Old military stuff is usually easy to come by in every country.

Good idea and is sure to be big enough to move large volume of water.

I will help you out with a drawing.Does size of pump matter?I have various types.I am located in the Yukon Canada.I will make you the drawing with the understanding it is artwork.My interpitation of a vortex water pump.Does it need to be in metric or imperial measurements.Please do not mention any names of pumps or manufactures.
