what is with the pop up ads?

I was reading a page when i noticed a pop up ad at the bottom of the page. What is going on? it only happens when i am not logged in. it just started today and it is not on only one page it is on every page. i can either click the x to close the ad or click the little arrow to minimize it when did these ads start they were not here yesterday?
