What do the stars mean across the top of a page?

I see 5 stars across the top of the page some are yellow and some are gray. What do they mean?

I think....that they are the thread "rating" 5 yellow five star etc. If you look just below the reply to thread, there is a "rate this thread" option. I'am not sure though. Where on the page are these stars? I just rated this thread 5 stars "excellent" Did that do anything?

I think anyone can vote to rate a thread like Viking said. I do not see the pages the same way you do.Mine has all these little buttons all over it. I did give it an excellent rating though. I think you can also.

I was not finding them either until I clicked on the subject/Forum "Help" (found on top of this page, as with all pages showing what forum they're from) where an index of threads can be located.
O.K. I'm slowly catching on. Had to chase along a while though...
