Native American Necklace?

I found this necklace in an antique store near Tryon North Carolina. Can anyone tell me if it's an antique or a modern reproduction. I'd like to know what animal the claws came from.

The claws are from a predatory bird, possibly a hawk. The leather looks to be not to old and is very uniform and the beads look to be modern. This might be a newer ceremonial necklace or higher end tourist piece.
