Until someone pipes in - I found two (very old) TN threads ( Mayors ridiculous response to my e-mail ! *New Info* (Feb 10, 2009) and Louisville, KY Detecting Ban (Jan 12, 2009) ) and one via Google ( Repeal the Unfair Ban on Metal Detecting in Louisville Metro Parks )

Looks like it is still not allowed. The big uproar about this rule was a few years ago. Perhaps when the flames from that fight die down, and different people are in office, a detecting group with a lawyer could try to get this rule thrown out or changed.
