it required a lot of thought on my part. but i have to say it looks like junk. if its not brass or copper throw it in the junk pile and when you collect a ton of it take it to the scrapper

Looks like part from a Trolling Motor, where it attaches to the Transom.
Just my 2 cents.

No clue on the object! Just throw it in a bucket of interesting, but not known finds; perhaps you will discover its purpose in the future.
