Computer program to overlay scanned maps?

Does anyone have any suggestions of a program to overlay a scanned map on top of another?

My idea is to be able to scan both a current map and an old map. I would like to be able to have the modern map as the base, then be able to scale and overlay the old map on top of it, like a transparency. I have been thinking of this for quite some time, but don't really have any idea on how to go about doing it.

    Any suggestions?

    Thanks!

i have a graphic program call picture publisher that will do what you want
the problem is that unless both maps are the same size and scale when scanned
doing an overlay can take a lot of time
i will try and do one later today using and old beers map and a google earth image
    and post it

Google Earth has an Overlay option.
