Here is a newer spin on Terra Server called Terra Client. This one will overlay topo on-top of the digital photo and they are the same scale unlike Terra Server. Also, move your mouse over top the map and you will see that it gives the GPS cords. Pretty cool and its FREE! Click on this link, save the file to your hard drive, then you can install it.
