The dirty bureauratz have pulled the filthiest trick outta the hat EVER.It's called PROMULGATION and it is the emergency power to enact rules and regs to protect the forest without legal process,notification,or procedure.They are extracting the proverbial 10 lbs a flesh from all miners using ANY pan,detector,dredge,sluice or any bloody thing to mine on forest circus lands without jumping thru the NOI hoops!!!and even a POO-that notice of intent and massive plan of operation for ALL mining activities!!!
