Right now I'm guessing at something along the lines of an automotive type door latch.

Looks like an old gear shift lever for a truck and the wiring wrapped around is to shift the electronic 2 speed rear axle.

8/30/12 using a Zircon m40 Stud Finder as a hand held pin pointer.

It looks a lot like the linkage that engages the mower blades on a lawn tractor. My 15 Hp Craftsman has something very much like it between the mower deck and the frame/seat area.
I can see one falling off a similar machine.
