Old Button?

Hello All,
I need help identifying this button. The city was doing underground utility updates so I went digging in the area at night. The first week I dug what I think is a British button, and the next week I dug a 1910 barber dime and an old restroom token. Thanks for any info . Danny it looks more like a Medalion or Seal. Have you cleaned it at all to make out the writing on it? I blew the pic up but can't nail down the letters. What's on the back?

As far as the token. Not sure when tokens were first used probably after 1945.
1975 the city banned the pay to "go" toilet.
Neat find.

I did clean it up but still kinda hard to tell what it says. It does say New York under the shield. I'll post a better pic in a little while.

Using Google Translate. (AEVIN VIEKL) is Estonian.

It looks to be a Family Crest. I can't find it.

Dan post the pics from this thread with a Diameter size in "What Is It" at top of forum. You may get more results.
