Certain areas are, certain areas are not. The upper keys are mainly open to hunting (last I knew). You can even rent hotels (buy a package deal) where you get a hotel for a few days, scuba dive time (with all equip.) and detectors thrown in the package for hunting wreck areas, and the beaches. You are allowed to keep all you find too!
