Need help with ID

I am thinking this is a Luggage Tag, but most of them I have seen have the name of the railroad on it. Any help would be greatly appreciated. 20180430_084156.jpg

Not sure but I’ve also seen these tags from other areas that were used as Drivers License when velocipedes and the like 1st started.They were issued by the city clerks out west in Yuma they also used them as horse registration to keep in the town limits. SC and WV, PA issued round ones until the late 30’s NJ issued paper licenses until just after 9/11 without a picture. Name address and basic info only. My 1st DL from WV looked like a credit card no picture. Truthfully not 100% but something to check into. If it was a DL the county clerk might be able to give you the original owner

I was thinking drivers lic at first but it has the name of the city not the state. I am thinking railroad baggage tag. The person I contacted in Colorado said he thought it was a dog tag. But I really don't think that is what it is.
