Can you identify this bullet shell?

My dad found this while metal detecting his property. He’s found items that date anywhere from the late 1800’s to around 1940. Any idea about this one? He drew what the letters and numbers said on the bottom of it. Thanks in advance! 804D6A0B-9533-4D0D-9522-32B9964107D0.jpeg

It was made at the Frankford Arsenal in Philadelphia, Pennsylvania and dated June of 1909.
