your spoon is silverplate although it appears to have lost it's plate...

(probably English, but possibly American, from upstate NY)

The marks are what is called "pseudo hallmarks" made to resemble actual British Hallmarks giving the appearance of actual silver.

Probably dates to between late 1870's and 1885.

Thanks for your answer!!! Hallmarks look fake!!! Don't have a silver tester to check the metal!!! Mummytrol!!!
