Really cool Suspender clip or garter clip. Looking for help in identifying maker

I found this while metal detecting yesterday, and it is either part of a garter belt clip, or possibly a suspender clip.

It portrays a caricature of an old Police Bobbi type uniform with pointed helmet and holding a nightstick.





If anyone can give me information on the company who made it and when, or where to look for that information, I would be most grateful.

Yea, I haven't found anything even remotely like it. The way the bottom slips in and locks, seems to me that it more likely is
as garter clip. I don't think with that style clip-in, that it would be suspenders, but maybe that's why it broke!
